The Health Council of East Central Florida, Inc. (HCECF) is a private, non-profit healthcare planning agency providing research, education and program support to improve healthcare delivery and outcomes. The East Central Florida District VII encompasses the four counties of Brevard, Orange, Osceola and Seminole.

Legislative Mandate

In 1982, the Florida Legislature created the Local Health Planning Councils, under Florida Statute Section 408.033, as a network of non-profit agencies that conduct regional health planning and implementation activities. The activities undertaken by the health councils are designed to improve access to healthcare, reduce disparities in health status, assist state and local governments in the development of sound and rational healthcare policies, and advocate on behalf of the underserved. Currently, there are 11 Councils providing services to 11 Districts across Florida.

Originally charged with overseeing the Certificate of Need (CON) process for local healthcare facilities, the HCECF:

  • Collects and analyzes community data to determine the specific healthcare needs of Central Florida residents focusing on access issues as they relate to the uninsured and underinsured populations
  • Fosters community dialogue on contemporary health issues and develops solutions for emerging populations
  • Conducts the MAPP (Mobilizing for Action through Planning & Partnerships) process in Brevard, Orange, Osceola and Seminole counties
  • Provides data, research and evaluation to Ryan White Parts A & B
  • Collects and submits quarterly District VII Nursing Home and Hospital Utilization Data Reports to the Agency for Health Care Administration (AHCA)

HCECF is undertaking a proactive role in:

  • Promotion and development of demonstration projects to improve access and financing of healthcare services
  • Education of key community leaders and stakeholders on the issues facing our healthcare delivery system
